recessed lights for a dropped ceiling

I am planning to instal a dropped ceiling for my basment, The tiles will be 8" lower than the joists. I am also planning to instal recessed lights. I am trying to figure out how to do that. I went to Armstrong"s , the dropped ceiling manufacturer, web site. From what I understand the recessed light bars will sit on the grids of the ceiling. So do I nead to instal the framing for the dropped ceiling before doing the rough-in wiring for the recessed lights, since they have their own electric boxes?

I just ran romex to the spot where each can would be installed and I left the end hanging for the rough in inspection.
