AC Question
I've heard that new AC installations have to have a 120 volt recepticle within 25 feet of the disconnect. Is this true? If so, Why?

That is correct. 210.63 of the 2005 NEC requires a receptacle
to be innstalled within 25 ft of the A/C unit for servicing and repair. It so the Repairman can use his electrical equipment.

Service guys were tempted to ....and did .....use pigtails to hot wire a vacuum pump or other equipment because no other power source was convenient.
NOW, all those guys who bought 240 volt vacuum pumps will have to hope they are convertible to 120!
