Load calculated by fixture or bulb?

I'm looking to change the 4-75W surface mount fixtures in my kitchen with 8 recessed cans, but I want to use the compact flour bulbs instead of the existing incandescent bulbs -- so my total wattage would be much less (8 - 20W bulbs).

I'm wondering if the inspector calculates the load based on the rating of the cans? I haven't calculated yet, but that would probably push me past the max load for the circuit...

You have found a grey area in the code. This is where the inspector gets to decide. I would use the max rating of the fixture since the next home owner may want to put the regular bulbs back.
