PVC IN Wall? -- Removing Zinsco Breaker

PVC IN Wall? -- Removing Zinsco Breaker

Two quick questions. Is PVC conduit not permitted by the NEC for use in enclosed wall spaces even for short (less then 3") distances?

I have an old Zinsco box I will need to remove breakers from. There is a red metal bar about 3/4" wide that appears to run across the top of all the breakers. Am I correct in believing the bar must be removed to pull breakers? It appears to be held by a metal tab on each end. How is it removed? The only way I can see is to pry one side away from tab.

To beter identify the Zinsco box it has four tandem breakers arranged horizontally and no main breaker.

yes you can use pvc INSIDE the walls (not a firewall or fire retardant wall right?)

about the breaker never seen it

Thanks. I was a bit confused by another post that said PVC couldn't be used indoors but your emphasis on "inside" cleared it up for me.
