12/3, red and black connected to breaker

12/3, red and black connected to breaker

In my basement there is a 12/3 wire coming off of one 15 amp circuit. Both the red and back are connected to the same pole on the breaker (single pole). At a junction box, the lines are spliced to other outgoing lines, the red (hot) connects to a couple lights and the black (hot) connects to a couple of lights. All Whites are connected. Is this OK?

Yes, the 12-3 cable is fine. It serves no purpose and is a waste of wire, but it is not a problem.

As far as two connections to the same breaker, that may or may not be a problem. Some breaker connections are designed for one or two wires, others are only designed for one. If the breaker is designed for a single wire then a wire nut and a pigtail to the breaker should be used.

Perhaps it initially was a multi-wire circuit, but someone wanted space for additional breakers or did not understand what a multi-wire circuit is and changed it.

Thanks for the reply. Is there an easy way to tell if the breaker is designed for 1 or 2 wires? The clamp that is tightened down by the screw seems to look like there are 2 indentions on either side of the screw. 1 indention for each wire?

1 wire per indentation on the clamp
