What to do with old NM cable

Hello and Thanks in advance once again-
I have an old NM ungrounded cable that goes to my garage. I have upgraded the service, and no longer am using this cable. I plan on putting in a ceiling box and cover on the garage end for this old cable to comply with access codes. My question is what do I do with the end of the cable that resides in the service panel? Do I pull it from the service panel and put in a box at that end for access, or do I leave it in the service panel and put wire nuts on the neutral and ground?
Thanks.
Ray.

Wires that are dead at both ends and no longer in use do not need to be accessable. You can bury them in the wall or ceiling after removing the parts that you can get to during the construction project.

I would remove that wire from the panel, and cut it off where ever it is exposed. The same at the garage end. now you no longer need the j box in the garage ceiling.
