220v for a welder

i would just like to run this by some experts to insure i am doing this correct.
i have a 40 amp 2 pull braker, 8/3 wire ( because it was free i am using 3 wire) the outlet is rated for 50 amps. now since i will use the black and red for hot and the bare for ground. can i just cap off the white wire at the panel and at the box ? does this sound like a correct install.

Yes, just cap off the white and you will be fine.

You say the receptacle is rated for 45 amps? As far as I know there is no such thing.

your right its 50 amps. i will change my original post
