Question Wiring Help

Sorry for what may seem like a silly question but I know basically NOTHING about wiring.

I tore down a drop-down ceiling and needed the wires "extended" to be placed
above the strips used for screwing in the sheetrock. The guy I hired basically spliced (cut) the wires, attached additional wire, capped them off and wrapped them with electrical tape.

Is this okay? Do I need a junction box?
FYI - I live in Broward County, Florida

HELP!

You need to splice the wires in a junction box.

And it must remain accesible.

This is NOT okay. You have a safety issue, and a code violation. As the others have stated, you need a permanently accessible junction box.

You should NOT have allowed the "The guy [you] hired" to do electrical work.
