Extending a circuit using smaller wire size

My house uses #12 wire with 20 amp breakers. Can I add a 20 ft lighting extension (2-100w outside flood lamps) from an existing outlet box using #14 wire? Wire will be housed in PVC conduit with pvc box at the end for the light fixture.

If you use 14 AWG, you must change the breaker to 15A.

If you use 12 AWG, you can leave the breaker at 20A.

Local codes may vary, but I am not aware of exceptions to this rule.

Nope. Never heard of local codes overriding NEC. Adding to,Yes.
Run #12 only.
