Question Electrical outlet cabinet sink

For the outlet for a disposal under the sink cabinet: Do I need armored cable? Or can I use Romex cable?

If the wiring is inside the wall then use whatever is allowed for your area.

If the wiring is exposed in the cabinet then it must be protected. This can be done with conduit, or by hiding the cable behind wood.

You could come in high on the cabinet, then it is out of harms way. Check your local code.

As Bob said If you're running an outlet into the cabinet and the wire will be protected by the wall use what your local codes permit. From the disposal to the recep use a small appliance pigtail no longer than 18 inches (atleast that the code here.)
