tacking wires
I am finishing my basement. I closed up a wall and celing and relized that one or two sections of wire, feeding the recepticles, maynot be tacked up very wekk and is resting on the basement floor. Do I really have to remove the celing, pull the walls and re tack up that wire? If so, why?

To meet code, yes, but since you have successfully installed your wall covering without penetrating a wire, you should be ok. In essence, you can fish wire through a wall to provide additional service without stapling (obviously), so removing all this stuff to "make sure" you did it right may be counterproductive.
