adding an outlet to an island

My kitchen island has an electric stovetop and I would like to add an outlet to the side of the island. Can I run it from the stovetop?
Thanks

No.

The usual method is to run a new cable under the floor. If the floor is a concrete slab, you can cut a channel in it. You could come down from the ceiling in conduit if that is cosmetically acceptable.

I think the OP question is if he can tap the electric stove top circuit for a small appliance recepticle.

The answer is no. You must tap the new recepticle from one of the existing small appliance recepticles, or add a new small appliance circuit back to the panel.
