hang my receptacle

Is there a code tolerant way to "hang" a duplex 120v recept from a garage ceiling? I'm betting that one is not allowed to create their own from a steel box that's really designed to sit in or on a wall and some SO cord. Any ideas here? My ceiling is a bit out of reach, and the surounding walls are too far to reach a 8' cord. the workbench is dead center in the room.

You may build a hanging receptacle box so long as you use braided cord restraints on the top and bottom. These are cord fittings that wrap around the cord like a Chinese finger trap to evenly bear the weight.

You can also buy a commercial retractable ceiling cord reel like those found in auto body shops.

I'd personally go for one of those pre-made retractable cords as ibpooks mentioned. But you could also run conduit (EMT) down to the workbench and permanently mount however many receptacles there as you want. More work, but doable.
