Unhappy lights flicker

I had a new tankless water heater installed and now when the hot water is turned on the lights flicker and or dim .The water heater take a 60A breaker and 6 gauge wire but all the old wire has been replaced with new to meet the specifications. The service coming into the house is 100A. What could be the problem and is it a danger.

Before you added this water heater did anyone perform a demand load calculation to see if you existing service could handle the new load?

The utility company transformer may also be too small. When significant loads like this are added they should have been notified.
