The green wire is a ground wire. Is this a four wire or a three wire installation?

Turn off the receptacle's circuit breaker and remove it from the wall. You can leave the wires connected to it, though. How many wires are in the cable that enters the box behind the receptacle?

Sounds like someone tried to ground the dryer to the box with a separate ground wire. If the three wire plug is connected properly you do not need this extra wire.
There should not be any individual wires sticking out any receptacles boxes.
