Trying to figure this out...(Wiring Panel)

I was wiring in my panel this weekend for my kitchen remodel and I was taking out some of the old wire.

Specifically, the old dishwasher circuit that was 12/3 at the panel to a 20 amp circuit, into a junction box that brought it down to 14/2. When I discovered it I changed the breaker to 15 amps with plans to rewire.

So I am disconnecting the wires and I notice that the red wire is going to the neutral buss bar.
Was there any kind of reason behind this? I had taken out the junction box a while ago and didn't look at the wiring but I cannot think of any situation why someone would connect a red wire to the neutral buss bar?

I cannot think of any good reason at all. just do not put it back that way.

One of the old Black and Decker wiring books told you how to wire an isolated ground circuit that used the red wire for an insulated ground. Not only is this a useless concept in a residence, it's against residental electrical codes. But that may be what is going on here.

Thanks John. I wondered if there was some logic behind it. It freaked me out to see it there and as a result (along with other shoddy work) I take nothing for granted with my house.

I have replaced about 1/2 the wiring in the house and as I go along I hope to replace it all.
