receptacle wiring question
I need to replace a 4-terminal 30a receptacle with a 3-terminal one. Can I do this? And, if so, what should I do with the ground wire?

Do not replace the receptacle. Instead replace the cord on the dryer with a 4 prong cordset. Follow the dryer manufacturer's instructions for 4-wire installation which will require disconnecting the bonding strap inside the dryer.

If the device is to remain the same, then obtain or make the proper cord.
If you have a new device and it only needs three wires (ie it;s only 240 volts with no 120 volt component) then you would change the receptacle. However, it is the neutral you would not use, not the ground.

I looked it up and it appears I'm changing out a NEMA 14-30R for a NEMA 10-30R. Does that make any more sense? Can I do it? The 10-30R requires two hots and a neutral, I thought, but no ground. Can I just cut the ground wire back or something? Attach it to the outlet box?
