Breaker Box

HELP!
I recently had a home inspection done on a house I plan to buy. The inspector showed me 12 individual circuit breakers with no main breaker. He said the max under code is 6. He said there should be 1 switch to shut off all the individual switches at one time.
The home owner called in an electrician and he said the box was up to code.
Which one is correct?

First thing, the Code is not retroactive, if the install was compliant when installed and has not been modified it is still ok.

You may have a split buss panel where there were 6 breakers for the 240 volt circuits. One of these shuts off power to the breakers in the bottom of the panel.

Do you have a shut off elsewhere? There might be a main cut off at the meter. If it's an old panel it may actually be split into two sections with a master breaker for all the 240 breakers. If there is room in the box you could add a back feed breaker... MAYBE as a main cut off.

Can you post a picture? I am inclined to agree with the others that this is likely a split bus panel and does indeed meet code requirements.

Home inspectors are notorious for making these kinds of mistakes.

I agree, it's either a split-bus panel or there's a disconnect upstream -- perhaps in an outdoor meter/main enclosure. I'd trust the electrician over the home inspector any day.
