Does NM need to be stapled within 12" of service panel?

Does NM need to be stapled within 12" of service panel?

I've read that an NM cable must be stapled within 12" of a metal box, or within 8" of a plastic box. Does this apply to the service panel? Because I do not have enough room to staple down 35 circuits within 12".

You are correct.

Some staples are listed for use with 2 cables. You could also use the stak-its that allow more cables to be secured.

I'm thinking about nailing in a 2x4 on it's side above the panel to provide a 3.5" surface across the joist space to staple. Is this how it is typically done?

Also, what about in the wall where I have replaced K&T? I'm not going to tear the wall apart to fit in a staple...

That's exactly what I do.

Fished cables do not have to be stapled.

If you have fished the cables into a finished wall cavity there is an exception that relieves you of the need to staple in the wall.
