ground under concrete slab

ground under concrete slab

We had rough electrical completed on a cabin/cottage and the ground plate is located under what will be a slab for the 2 piece powder room. It is situated beside where the toilet will be. Does it matter whether the plate goes above or below the vapour barrier (there is rebar in the slab too)? Is there anything we need to watch out for regarding electrical safety before we pour the slab? Thanks

If above the vapor barrier, would it be in contact with the earth (ground)?

Is there rebar in the footing too? These should be bonded together and extended up so that the grounding conductor can be connected to it.
