Is there anything in the NEC that speaks to how many wires can go under one screw on the grounding bar or if white and ground can be under the same screw?

One wire under screws in fixtures. Bottom line in panels is manufacturers instructions but generally one neutral wire only but two ground wires are ok.

The only rule specifically in the NEC is that neutral (white) wires must be one-wire-per-screw, no exceptions. Ground wires of the same gauge may be doubled or tripled per screw depending on the panel manufacturer's instructions on the panel label.
