Panel almost full, need more room

Ok, here's my question. I have a 100amp panel with 20 slots in my garage. I had my garage wired with 2 independent 120V breakers so that I could put in a couple of window air conditioners. I am considering putting in an electric furnace instead which would require 240V breaker. I know that I could combine the 2 seperate 120V breakers to handle the 240V breaker but my problem is that I am right now I am only left with 1 open slot and I still need to run a couple more lines for exterior lighting and another outlet for an additional garage door opener. What are some of my options?

A larger panel.

Tandem breakers if allowed by the panel.

A sub panel.
