Can you tell me what is the rule of thumb , that in one circuit with a 15 amp breaker, how many electrical wall plugs can you have on this one circuit without causing an overload situation?

In practice, you might overload a circuit with just one receptacle, or you might have 1000 receptacles without overloading it. It depends on what you plug in.
But rule of thumb suggest no more than 8 receptacles on one 15-amp circuit, assuming there are no fixed appliances or light fixtures on the same circuit. You are free to adjust this rule of thumb up or down if you have some knowledge of what will be plugged in.
