Kitchen receptacle code

This one is for the New England area (MA)- Is it a code requirement to have a 6-outlet power strip on the underside of a center kitchen island? A customer wants theirs removed and replaced with a single, duplex receptacle. Any help?? Thanks.

Unless it is a local code, 6-outlet power strips are not required anywhere in the NEC.

It may be part of the state or local code. It is not a part of the national code.

Ground wire

I am installing a subpanel to exterior building. I will run a 6-6-6 with a 60 amp breaker to protect the wire. I will install ground rods at the outbuilding plus run a ground back to the panel as well. I will also run a .75" conduit for communicatons at a later date. 1) What is the minimum wire for ground back to the panel? Is there any advantage to using 6 awg for the ground? 2) Is 1.25" conduit big enough to pull through? With 4 #6AWG THHN, this gives me a 17% conduit fill.

fluorescent ballasts

I recently had to check a bunch of fluorescent fixtures that had burned out bulbs and found that many of the ballasts seem to be the problem. I know the basics of how ballasts work, but my main question is this; what is the melted, black goo oozing out from seams on the ballasts? If there is juice getting to the ballasts, but seems to be minimal/none coming from them (through the blue and red wires) does this pretty much mean the ballasts are shot, or are there other things going on? Thank you all for any input!
