GFCI Question
I just had a whirlpool tub installed and they put the heater on one gfci outlet and the pump on another gfci outlet. The question I have is they didn't ground it. Is it necessary to do this if both the pump and the heater are on gfci outlets?

That is the bonding lug. It would be used to bond the tub to any exposed metal surfaces "which are likely to become energized" (if you have any) in the vicinity of the tub. It is frequently not necessary anymore because the tub drain is PVC, the supply lines are CPVC or PEX and the surround is tile, plastic or drywall leaving nothing metal near the tub. If you have metal piping, then it should be bonded to the motor bonding lug using a solid #8 copper wire and a clamp appropriate to the pipe.
Some people believe that bonding copper supply pipes is also not required because the copper pipes should already be bonded to the electrical panel at the water service entrance. I tend to think it should be bonded at the tub, but your electrician and/or inspector may not have felt it necessary.
