Wiring a new light

I have three rooms without light fixture in the cieling. THe builder tied the light switch to one outlet in the room and it turns one plug on and off. Can run a cieling light without running a new wire to the basement?

If I understand your question, you are asking if you can put a ceiling fixture on existing circuits rather than running a new ckt from the main panel.

Yes, you can. But you will have to figure out how to get the new wiring up from the existing ckt/switch. Is there an attic above the ceiling? That will help. But you would then need to fish wiring up into the attic.
