flicker rate?

Local power company says they can put in a 3 phase transformer in a gym wired single phase so that a larger size a/c unit could be installed.
They also stated that the flicker rate would be eleven, but since this transformer would serve only the one a/c unit, that it may not affect the lighting.
This is a new term to me. flicker rate 11?

Got me. I work for a utility and have never heard that term. Could be 11 times per hour, 11 times per day, hopefully not 11% voltage drop.

Best to get some clarification from them.

Pst values and Plt values over 1 usually get people complaining about flicker. I would imagine a value of 11 on that scale would be unbearable. Seizures anyone?
