Securing panel wiring Q

Im wondering what are the rules concerning the lay out and securing the panel wiring

Should every wire be staple within 12'' of the panel? I seen panels where a lot of wires are bundled together with a plastic strap but not secure to any surface. Is this correct?

Technically it should be stapled, but inspectors are pretty forgiving of that area as there is really only so much you can do. Just keep it neat. I recommend against bundling with zip ties -- it looks pretty, but it's really against the spirit of heat dissipation as implied by the code.
