200 amp upgrade
Was wondering if the general rule of Overhead services handling up to 200 amps applies to underground service as well??
Is there derating because of feeders being in conduit or is this something that needs to be run by the POCO?
Also would they use the same size conductors?

No not always the case due the underground lateral { cable from POCO } will have diffrent size than overhead service drop
You should talk to the POCO to see what they will provide or reqirement and the type of meter socket many of them are pretty picky for which type of meter socket they will use this part is very important you can not skim this one.
after the meter socket to the main breaker both Overhead and Underground verison the cable or conduit stay the same size unless have main disconnect at the meter socket that will change the rating a bit.
