Lights dim briefly when heat pump unit comes on

When the outside unit of heat pump kicks on the lights dim briefly then come back. I have had other houses with heat pumps and this did not happen.

This is an older heat pump, so I was thinking the unit draws more power when it kicks on as it was older so technoogy was probably less efficiant. Is my power consumption on my house service bumping up against capacity and this is the issue? It the wiring used too small and therefore amp draw is high? Is it running 110 and should be 220 to reduce amp draw?

BTW, It never blows fuse and no other issues when other high power circuits are used (like when I turn on the oven it does NOT happen)

Mild dimming is considered a normal cosmetic issue with air conditioners and heat pumps. A number of factors can contribute including circuit conductor size, distance from the power company transformer, and electrical characteristics of the compressor motor. Sometimes a "starting kit" from the mfg added to the compressor will help.
