Installed new ceiling fan...weird.

I installed a new ceiling fan in the bedroom today. Upon removing the old fan which did not have a light i discovered that the fan was supplied by a 3 wire condutor. Red/white/black. Couldn't figure out what the red was for until it donned on me that it is probably tied to the can light circuit also in the room.

So i hooked up the new fan with light kit and all is well except:

When turning on the light switch at the wall, the can lights come on and the fan light comes on about a half a second later. What is the reason for the delay?

Any chance the fan light is a CFL? They typcally have a bit of a delay.

Fan bulbs are candelabra incandescent. The only other variable is that I am using a dimmer but not sure why that would matter. Same dimmer i have used throughout the house and had no issues with.

There is a build in electronic wattage limiter with ceiling fans now so the sensor will able read how many wattage it have in there and if go over the X number of wattage it will not come on at all.

To make it worse try to screw in all CFL in there and if start to flicker that is a dead giveaway that have wattage limiter in there.
