"unusual" Paddle Fan R-C problem?

I HATE ceiling paddle-fans!!

My friend had a problem with a Hunter CPF RC ; he couln't switch the lamps "On" with the RC. We purchased a replacement Hunter RC at Home Depot. The new RC has a "lamp-type" selection switch which we set for "Ind" ; incandesent lamps.

The new RC does switch the lamps "On"- "Off" , but after being switched "Off', the lamps later become illuminated. Does anyone have a possible "reason why" ?

Is there a common wall between two units, say an apartment or condo??? If so, there could be a duplicate dip switch setting on the two units.
