flourescent lights

I am in the process of installing flourescent lights in my workshop. it is a polebarn with a finished celling. the celling is a 4/12 pitch. Can the lights be installed on the angle of the celling? Do the ballest have to be level? Some of the lights are new, some 20yrs. old. Installing lights this way will be the best for my application.
