Are the lamps compact fluorescents?

Sometimes one does get a faulty part. If all your connections are tight& bulbs screwed in snug, I would take it back and exchange it. Wouldn't think compact flourescents woukd have anything to do with it, but what do I know? Good luck

sidecutter, the cf's could make bad waves if the timer were digital and had a neon lamp in it somewhere, like for a pilot. Just thinking.
Golds, welcome to the forums! Try replacing the switch with a regular switch and let us know what happens.

I tried another timer switch and it either would not work, or flashed like before. Then I put a regular switch on and it's fine. Yes I have cfl bulbs in 2 of the 3 lights but they are all working.

The issue is the CFL bulbs. As Chandler said they do not play nice with things like dimmers, photocells and electronic timers.

Does the timer have a neutral?
