2nd troubleshooting problem on house outlets today???

2nd troubleshooting problem on house outlets today???

Problem:

one of the plugs on this outlet works and one doesn't

here is the way it is wired. and there is no ground wire. this is an old house.

there are 4 wires coming into box.
let's call them black 1 and white 1, and black 2 and white 2

-blk1 goes to hot side of top plug
-wh1 goes to a wire nut and is connected to blk2 and the hot side of the bottom plug
-blk2 as I said goes to the wire nut that connects it to wh1 and the bottom plug of outlet
-wh2 goes to the neutral side of the outlet.

the jumper bar that connects the 2 hot screws for top and bottom plug is cut or broken. I don't know if it should be like this or not.

the jumper on the neutral side is fine.

so in summary there are 2 blk wires connected to the hot side of the outlet w/ the jumper open and there is one white wire connected to the neutral side of the outlet w/ the jumper intact.

Sounds like it's a switched outlet if the jumper is missing. There should be a switch to turn it on. Was this receptacle working before?

I will check to see if it is a switched outlet. but I also forgot to mention that if I read across the plug that is not working I get about 24vac and 120vac on the one that is working.
