Is this suitable for OUTDOOR use?

I went to hershey park, and there lots of these hbl5369c's laying unprotected on the ground, powering decorative outfits.

Hubbell Wiring Devices HBL5369C Straight Blade Connector

Are they suitable for outdoor use? I am guessing no, but I would like to know.

Hard to say but it is a cord cap likely attached to some SO cord. Could have been some assembled cords made for the purpose.

I believe that those plugs, similar to typical outdoor extension cords, are in fact usable outside. Besides, they are most likely (and hopefully) protected via a GFI.

There were hunderds of them outside, and some of them were in the frozen dirt about 0.5 inch. They were connected to 12/3 sjoow, like the cords I am using inside.

I think it's safe to say they are suitable for outside use, but they are definitely not raintight, weatherproof or suitable for anything except dry conditions.

They were unprotected, outside, some not gfi protected.
