Sealed 12v battery voltage is 10.35v even after charge. Dead battery?

So, if a my sealed VRLA (valve-regulated lead-acid battery) 12v battery only shows 10.35v regardless of the amt of time that it's on a charger, it's dead right?
This battery has been sitting around for 8-9 years, being trickle charged at different times, and most recently has just sat for at least a year without being charged. Is it safe to say this is a dead battery? Anything that I can do to bring it back, despite it being sealed?
My lawn tractor 12v battery shows 13.5v or so and is being trickle charged by the same charger, so the charger is working correctly.
