If this is a normal arc welder then install a 50 amp 240 volt breaker using a 6 Ga Romex with a black, white and bare wire in the cable. Connect to a 50 amp welder plug with the bare wire connected in the middle the black and white wire connected to the two outside lugs of the receptacle. The cable in the panel connect the black and white to the breaker and the bare to the grounding bar. No neutral will be required for this welder.
Be aware that some wire welders only use 120 volt as a power source. Check you name plate to make sure this unit is an arc welder using 240 volt before you connect and test.
Good Luck
