base board heaters and outlets

what version of the NEC states that receptacles cannot be positioned above base board heaters?

Is this all base board heaters or just electric?

I need to give my inspector a call just to verify, I know the current version of the NEC that they follow allows receptacles above base board heaters but he stated when I went for my building permit that the next version does not allow it. He did not specify whether it was just for electric base board heater or for water as well. I seen it mentioned somewhere online it was just electric.

I'm not sure if he said they are 3 years behind or just 1. I'm getting close to having the rough inspection.

Placement of receptacles above hydronic baseboard heaters in not mentioned in the electrical code. The prohibition would be in the instructions for the heaters themselves.
