This could be bad bulbs, a bad starter if the fixture is old, a failing ballast or poor grounding or high humidity.

I would try new bulbs first.

A GFI ahead of the fixture can cause an issue if it's tripped, but the lamps wouldn't glow if that were the case. I am thinking either a bad starter or ballast. How old is the fixture? If it's just a starter issue it's no big deal, but if it's a bad ballast, I think it would be more cost effective to replace the fixture than to replace the ballast.

Remove the cover plate and inspect the ballast. Does it look like tar is running out of it. If not with the fixture on carefully touch the ballast with the back of you fingers. If it is too hot to touch it is probably bad.
