replacing old romex in older home

I plan on replacing the old 2 wire clothed romex in my home with newer. My only concern is that its code to staple the wire within 12 inches of the electrical box. Does this code only apply to new construction? If not I guess I will have to bust up the plaster below each box to put in a staple. Does anybody even know the purpose of stapling the wire within 12 inches of box?

If you are fishing wire into a wall cavity to an existing box, stapling is not required. You don't have to break into the plaster to add staples.
