Eliminating Old Cable

I have an Old 10/3 cable I want to get rid of.
If I disconnect the Hots, Neutral and Ground in the panel, can I cut the cable and leave it in the wall or does it need to be in a J-Box?

I didn't want to cut the wires short in the panel but I will if advised.

Cut as short as possible on both ends and push into the wall. Install a knock-out plug in the hole in the main panel.

IF you are sure you will never need them again, then cut them short as Ray says. IF you want to leave them in the panel, then the other side should be put in a box and you can then just install a blank.
