Replacing old ceiling lighting fixtures

Before I began there are 2 wires 1 white and the other black, do I turn the power off from the breaker box or just flick the switch in the off position, also will I need electrical tape, and tools thats required PPE safe when doing this project.

It is always better to turn the power off at the panel. Sometimes the power is fed through the fixture box and wires can be live even with the switch off.

Use good wire nuts and you will not need tape. If you feel you need tape to hold the nuts on buy better connectors.
