Question on ungrounded outlets--first time on any forum--with grounded neutral system and two prong plugs is it permissible to install three prong plug with green jumper wire from neutral screw to ground screw??

Absolutely not. This is very unsafe.

There is no easy way to get grounding, but there is an easy way to get three-pronged plugs: install GFCI.

This is the condensed version. Post back if you want more info, and/or read the recent post by mw with the exact same subject as yours.
