Mixed wiring sizes

I was checking the wiring in my house to add more receptacles and I noticed a couple of the circuits installed by previous homeowners in my house started off with 12-2 romex and from the first receptacle the 12-2 goes to,it steps down to 14-2 romex, however the cable from the panel to the receptacles are on a 15 amp breaker. Is this code? I heard it was and it wasn't from different google results and people I asked.

So long as the breaker is small enough to protect the smallest wire it is code bu not recommended because it can cause confusion about the size breaker to use. Someone seeing just the #12 portion might mistakenly think they can use a 20 amp breaker.
