I am finishing a basement and wanted to know the codes in ohio for how many recepticals can be on one circuit. Also we are putting recessed lighting in a drop ceiling and i wanted to know the codes on how many can be conected to one circuit.

In Ohio, code allows 3,487,216 recepticles per circuit. In every other state, it's 3,487,217. Seriously, there is no limit.
So you don't need to limit them by code, but you'll want to limit them yourself so you can get reasonable use. I'd recommend at most 8 per 15-amp circuit and 10 per 20-amp circuit (assuming no lighting on the circuit).
For lighting, simply install up to 1440 watts of lighting per 15-amp circuit. Depending on the wattage of the bulbs you're planning to use, this could be quite a few. I like the 65 watt R flood bulbs in can lights, so you could have 22 of them. (Actually in many areas you could have even more, but let's not go overboard).
