How do you calculate light fixture load?

I guess this is an easy one, but when you are calculating the load of a light fixture on a circuit, do you count the fixtures maximum capacity, or can you add something less if you are using bulbs that are less than the maximum capacity?

In other words, if I have a 4 bulb, 100 watt each capacity fixture, but I only use four 60 watt bulbs, can I count that fixture as 240 watts as opposed to 400 watts?

Seems like the answer should be no, but that whole area is a mystery to me!

Yes. You, or anyone else, could change the lamps (bulbs) at any time in the future.

The circuit is sized for the largest bulbs that can be installed.
