Go to Home Depot or equivalent and buy a ballast. You will need to know the voltage, watts and number of bulbs. I got an 8'/96 watt/twin bulb ballast for under $24. There is a wiring diagram with the package. Color coding may be somewhat different in the old ballast, but who cares? Your ripping it out. Follow the diagram & instructions that come with the new one. You will be connecting your power conductors to the ballast, and the rest of the ballast wires to the bulb sockets. Many types of flourescents out there, too many to give you specific wiring instructions.

On the other hand, sometimes tha ballast costs nearly what you will pay for a new fixture of the type you have, and sinnking $20 to $30 into a ballast may not be worth it. Hope that helps.
