The jacket from the wire ?

It's thermoplastic......I don't believe anyone recycles it.

Never really thought about another use for it.

I've thrown it in recycling bins for years. Never got yelled at and never had it refused.

Only plastic with a triangle symbol and appropriate number stamped on it may be put in recycling bins.

If the coverings have not been slit lengthwise they could be used to protect low voltage wiring such as for doorbells or audio/video equipment.
