Water heater not getting voltage.
We suddenly stopped getting hot water (newish 40 gal electric water heater) so after a few checks I've narrowed it down to an electrical problem. I'm only getting around 30 volts (haven't measured amps yet) at the point the power enters the water heater whereas I'm getting 240 volts leaving the 30 amp 240 breaker (the water heater is the only thing on that circuit). Does anyone have any ideas what could cause the voltage drop? It's only about 20ft from the breaker box to the water heater (the wires are in metal conduit behind the wall). Any help would be greatly appreciated.

Thanks for the quick reply. I'm using a Klein Tools multimeter to measure the AC voltage between the wires leaving the metal conduit and entering top of the water heater through a small access panel. These wires are then joined (with wire nuts) to two other wires that connect to the thermostat, heating elements etc. The voltage at both elements is down to about .04 volts.

Just to be clear with the two wires from the conduit disconnected what is the voltage between those wires? Again with those wires disconnected what is the voltage between each wire and ground?

With the two wires from the conduit disconnected the voltage between them is around 30 volts. I haven't checked the voltage between the wires and the ground yet and it's too dark here to test now. I will try and test that in the morning. Thanks for the reply.
